June 2, 1866  -  Ulysses S. Grant at Buffalo issued orders concerning Fenian activities. On June 3rd, Grant sent the Irish Catholic General George G. Meade, who led the Army of the Potomac at the Battle of Gettysburg, to Buffalo to take control of the situation before it escalated even further.  Meade immediately banned Fenian meetings and stationed troops along the shore; by June 15 he had successfully dispersed the Fenian threat.  The command of the expedition in Buffalo, New York, was entrusted by Roberts to Colonel John O'Neill, who crossed the Niagara River (the Niagara is the international border) at the head of at least 800 (O'Neill's figure; usually reported as up to 1,500 in Canadian sources) men on the night and morning of 31 May/1 June 1866

March 3, 1874 - Three Buffalo, New York men who were convicted in 1872 for registering Susan B. Anthony and other women to vote were pardoned by President Grant.  Ulysses S. Grant issued a proclamation, directed at Fenians, prohibiting armed expeditions against Canada originating in the U.S.

Professor Campbell says presidential visits are staged, even orchestrated, to show the country the president is being supported. The day following his 1999 State of the Union message, President Clinton and Vice President Al Gore came to Bufalo, New York to expound on this message to the nation.
